Elving Otero has a successful history of agency administration experience with all levels of management, expertise in budget/fiscal administration, urban services development, extensive general operating and capital fund raising. Extensive experience with community organizations, endowment development, grant drafting, strong coalition building, board development, and public relations communication skills. He has extensive skills and experience in facility management, union arbitration/labor relations, safety and supervision of new construction to meet building codes and user’s needs. Elving Otero specializes in the implementation of the Bryson Model of strategic planning for the re-structuring of organization and turn around management.

 

Elving Otero has served as Vice President of Institutional Advancement and Corporate Officer for Myers University in Cleveland, OH from 2003 to to the present. He is a Member President’s Cabinet, advising the president on all administrative management and development functions. Responsible for all fund raising, foundation/grant development, budget management, coordination of advertising, long and short-term strategic development plan and the implementation of a $30M Capital/Endowment Campaign. Responsible for the identification, cultivation and solicitation of donors personally and in support with the president, board and others as appropriate. Report directly to the Board of Trustees as requested on matters of all progress and work directly with appropriate committees. Responsible for the recruitment and implementation of a Board of Associates that links all development to the philanthropic community.

 

WEST SIDE ECUMENICAL MINISTRY, Cleveland, OH 1993 – 2003

Leading social service organization designed to meet basic human needs of families, youth, adults, the aging population, and to assist people in achieving self-sufficiency.

President/CEO

Worked directly with hundreds of area churches, corporations and institutions representing all levels of professions in Northeast Ohio. Duties included: Supervision of all administrative personnel, board development, personnel management and development, financial development; strategic long-range planning, marketing, public relations, community relations, volunteer development and extensive fund raising both capital and operations.

• Annual budget in excess of $10.5M plus $6.2M in capital funds

• Major social service employer with staff of more than 280 (230 full-time)

• 62 program facilities located in Cleveland and suburban neighborhoods

ONE CONSULTING SERVICE, INC., Independence, OH 1992 – Present

Management consulting services established for private and not-for-profit entities specializing in fund raising, marketing, operational planning and leadership seminars and contract assignment.

Owner and Senior Consultant

Responsible for all phases of service delivery and consultation, negotiation of contracts, performance and reviews for completed contract assignments.

 

YMCA OF GREATER CLEVELAND, Cleveland, OH 1986 – 1992

Major Northeast Ohio not-for-profit, social service organization serving over 62,000 enrollments annually with 23 branches and three major residential centers.

Vice President, Urban Services & Financial Development, Director of Operations and Chief Officer

Responsible for the efficient performance and financial administration of all 23 full-service city branches with a combined operational budget exceeding $13.5M; direct management of 50 supervisory staff and 250 employees. Managed a 172-unit Residence Program. In charge of planning and implementing all agency capital and supplemental fundraising programs. Direct oversight of all foundation development, government grants, United Way and other special event funding. Directed the 23-branch sustaining campaign, raised over $3.8M. Provided consultation on all business matters.

 

BOY’S CLUBS OF AMERICA, Cleveland, OH 1965 – 1986

A national youth service organization dedicated to the social, physical, and health development of youth.

President, 1974 - 1986

Responsible for complete operational and fiscal management of this citywide chapter, directed three-branch operations having a budget of $1M; managed 22 supervisory staff and 175 full and part-time employees. The annual operating budge was obtained entirely through private contributions. Recruited corporate and community leaders for the Board of Trustees, improved the organization’s public image and increased the funding base. Successfully organized and implemented a $1.5M Capital Campaign to construct a 30,000 square foot, state-of-the-art facility.

 

Senior Vice President, 1969 – 1973

Responsible to the President/CEO for program development and management in the areas of social development, counseling, physical education and fitness. Worked closely with branch Board of Managers on meeting community needs. Supervised all professional staff.

 

Program Director, 1965 – 1969

Initial position started as youth counselor and progressed to position of increasing importance and responsibility during employment with the organization.

Vice President of Institutional Advancement Myers University

 

Elving F. Otero, MNO has devoted his professional life to social services administration, thereby, allowing him to share his commitment of caring for others. He believes in giving back for all the good things God has given him. Through his 35 years of service to Cleveland’s urban disadvantaged, he feels he has made a major contribution to the community.

 

June 1, 2003 – Present

Otero is the Vice President of Institutional Advancement at Myers University. The University is located in Downtown Cleveland, Ohio. Otero supports the President of Myers University in carrying out all facility expansion and oversees all development functions. This includes raising income to meet the needs of the $11M budge as well as all Capital/Endowment funds. Otero has initiated the University’s first major Capital/Endowment Campaign with a goal of raising $30M.

 

1993 – 2003

Otero was the President and Chief Executive Officer of the West Side Ecumenical Ministry (WSEM). He developed the organization from a $2M operating budget to a $10.7M budget. Otero restructured and expanded all of WSEM’s social services, reaching more than 71,000 individuals annually. He initiated a major capital campaign of $6.7M that afforded the opportunity to purchase a new 67,000 sq. ft. administrative building at 5209 Detroit Avenue in Cleveland. In addition, Otero renovated over 20 churches and expanded WSEM to the Eastside of Cleveland by adding four new locations. Otero managed over 60 WSEM facilities, thus allowing for the centralization of a team of 350+ full-time and part-time employees.

 

1986 – 1992

Otero joined the Young Men’s Christian Association (YMCA) as Vice President of Urban Services and Financial Development. Otero was responsible for raising $8.3M for the restoration of many YMCA facilities, including the Southeast YMCA in Bedford, Ohio, and rebuilt the Ridgewood YMCA in Parma, Ohio, while initiating the very successful Y-Haven, an emergency shelter and transitional housing for men with substance abuse and chemical dependency issues.

 

1965 – 1986

After serving in several managerial positions with the Boys Clubs of Cleveland (now the Boys and Girls Clubs of Cleveland) Otero was named Executive Director and Chief Executive Officer in 1974. He held that position for 12 years. Otero was responsible for building the Mount Pleasant/Corlett Boys Club, a new West Side facility and rebuilt the Broadway unit.
